Enhancement of Community Management Land in Nusakambangan under A Collaborative Management Scheme.

Project Description:
The remnants of lowland forest areas existing in Nusakambangan are threatened by destructive activities performed mostly by outsiders, namely through land conversion into plantations and mining areas, as well as illegal logging. Such activities have resulted in a vast critical land area of approximately 3,000 hectares.

Since 1999, Silvagama has facilitated the community of Klaces Village in carrying out reforestation under an agroforestry scheme on the critical land. In addition to generating significant side incomes for the locals, the scheme has secured constant water supply for the island.

The local movement should be supported through extending the scope of critical land area to be managed by the community. Hence, the number of facilitated agroforester groups should be increased in order that the critical land will then be under communal management instead of private property management. This program purports to replicate the success of the scheme with other community members of Klaces Village and to the adjacent Ujung Alang Village. Facilitating activities will now cover facilitating negotiations with governmental agencies and mobilizing campaign for public support.

In detail, activities will consist of preconditioning (building trust); group establishment and capacity development; intergroup management planning; discussions and simulations on seedling nursery development at the village level; group discussion and communication development; comparative studies with other agroforester groups; informal dialogs with every stakeholder; workshop for stakeholders; attending public hearings at the local parliament; formulation of follow-ups; bulletin and film production and distribution; interactive radio talks; mass media campaign; online campaign; and book publishing and launching.
Objectives:

The goal of this program is to ensure forest conservation in Nusakambangan and improve the local welfare through involving the community in the forest management.

The objectives of the program are as follows:

  • To gain support from stakeholders for the community management area in Nusakambangan; and
  • To accommodate the interests of the community in efforts to conserve the Nusakambangan forest area.
    Outputs:

  • Agroforester groups established as local institutions capable of negotiating for the authorization of community management areas;
  • A community-based management scheme drawn up for the areas;
  • Better understanding and higher skills of the communities concerning agroforestry;
  • A mutual understanding between stakeholders regarding the significance of community management areas as a solution to forest conservation in Nusakambangan;
  • A stakeholders forum established for drafting a conservation scheme for the Nusakambangan ecosystem; and
  • Public support for community management areas gained from campaigning and media outreach activities.
